Metrix is the consortium which has been appointed Preferred Bidder to transform three types of specialist training that is critical to the UK Armed Forces, and to manage, build and run what will become the UK Ministry of Defence (MOD) Defence Technical College (DTC) in St Athan, South Wales.

The Metrix consortium combines the best in technical knowledge, the best in education and training and the best in land property and facilities management. The consortium will deliver everything that the MOD needs from a Defence Training partner.

Metrix offers unrivalled breadth of understanding, both of operational capability and of the MOD's underlying business processes, producing a sustainable partnership that will guarantee the effectiveness, flexibility and deliverability of every aspect of the future training solution. Biography

Charles Barrington

Charles Barrington qualified with Touche Ross (now Deloitte&Touche) in 1970. He spent 10 years in the shipbroking industry, followed by 16 years as a banker and investment banker. His last senior banking role was as a Managing Director of Hill Samuel, prior to the takeover of TSB by Lloyds. When Hill Samuel was wound up in 1996, Charles became an independent consultant, specialising in MoD PFI projects. He was a non-executive director of the ATRA from 1997 to 2001.

After leading the formation of the MoDeM consortium, underbidder on the MoD Main Building project, Charles was asked to join RMPA as Project Director upon their appointment as Preferred Bidder on the Colchester Garrison PFI project in October 1999. Closing Colchester took 4 years and was a challenging task given the complexity of the project and the wide range of issues which required to be addressed.

Charles is now non-executive Chairman of RMPA. He was also non-executive Chairman of Holdfast DTR, one of the two final bidders on DTR Package 2, and he provided advice to Holdfast RSME on the alienated land and planning issues on the RSME PPP project. He also chairs the Audit Committee of the London Board of Assured Guaranty, a bond wrapper now active in the European and International market, and he sits on the Enemy Property Claims Assessment Panel for the DTI.

Jim Morrison

Jim Morrison CBE was appointed Chief Executive of Metrix UK at the beginning of June 2008. Formerly a senior consultant with DLA Piper LLP before joining Metrix he was seconded to the Ministry of Defence, where he was leading the Army Recruiting and Training Division's Royal School of Military Engineering PPP that closed in September 2008.

Jim joined DLA Piper from a career in the Army that culminated as the Project Leader of the Colchester Garrison PFI. He has commanded at Regimental level and held a wide range of training and logistic field and staff appointments. He attended the Joint Services Command and Staff Course at Greenwich and served on the Central Staff in MoD Main Building. He has a proven track record of Public Sector Procurement, principally with the MoD, but was also a commercial lead on the HMRC Lorry Road User Charge Project and provided procurement advice for Birmingham City Council's Road Improvement PFI.
